Angus Drigo

Angus Drigo
Executive Director

Appointed in May 2021, Angus Drigo is Executive Director of DRCVI leading a nine-member full-time team. Prior to heading the DRCVI, he served as a member of its Board for several years.

As Executive Director, Angus oversees all activities relating to fiscal management, case management, staff management, training, outreach, and program development.

Prior to joining DRCVI, he had a successful career as an executive in the private sector for many years and has also had public sector experience having worked as the Chief Financial Officer at the V.I. Department of Health for eight years, overseeing the Fiscal and Medicaid divisions.

Angus holds a Master’s Degree in Business Administration (MBA) from the University of the Virgin Islands.

Archie Jennings, Esq.

Director of Advocacy & Assistant to the Executive Director

Archie Jennings began his legal career as an attorney with the Legal Aid Society in the state of Ohio where he represented hundreds of clients in cases involving employment, elder law, housing, transportation, and neighborhood economic development.

In 1982, Archie joined Legal Services of the Virgin Islands as the Litigation Coordinator for a period of 4 years, where he spearheaded class action litigation covering such matters as special education, housing waiting lists, health care services and income maintenance issues. Archie was then engaged in the private practice of law from 1986. In 2004, Archie joined DRCVI as its Managing Attorney. In addition to handling cases, he is responsible for the supervision, training, and skill development of the DRCVI advocacy/outreach staff.

He is a certified mediator and a graduate of Ohio Wesleyan University where he majored in economics. He holds a Juris Doctorate Degree from the University Of Denver College Of Law.

Dawn Dyer

Dawn D. Dyer is a Staff Attorney for Disability Rights Center of the Virgin Islands. She is primarily located on St. Croix. Prior to moving to the Virgin Islands in 2021, she owned and operated a law firm in the State of Maine, focusing on family law, real estate, and estate planning. While in Maine, she served as a volunteer attorney on the Cumberland County Domestic Violence Panel. She served as a Guardian ad Litem for Child Protective and Family law matters. She is the recipient of the Katahdin Counsel Award for ten years of pro bono service. She previously held the position of Managing Attorney at Legal Services of the Virgin Islands.

Kishma Francis

Kishma B. Francis was born on St. Thomas and she is a proud graduate of the Ivanna Eudora Kean High School. After graduation, she moved to Texas to further her education and received Associate and Bachelor's degrees in Psychology and a Master's degree in Professional Development.

She is also a graduate of the University of Arkansas at Little Rock where she obtained her Juris Doctorate and a Master's in Public Administration. Currently, she is licensed as an Attorney in the District of Columbia and the US Virgin Islands. She is a strong advocate for the elderly and seniors, along with students in need of special education services.

Kishma Creque

Kishma Creque has been with DRCVI since January of 2006. Before joining DRCVI, she worked as a legal secretary for six years.

Kishma is a principal assistant on administrative matters. She prepares memos, correspondence, reports, legal and other documents as requested. She is a graduate of the Charlotte Amalie High School.

Nadia Paul

Administrative Assistant

Nadia Paul joined the Disability Rights Center of Virgin Islands in 2022 as an Administrative Assistant. With 17 years within the public and private sector on St. Croix, Nadia uses her skills to assist with the company's daily task which includes preparing business correspondence, communicating with clients and vendors via email, mail, or in person, and other administrative-related duties. Nadia is a 2022 graduate from the University of the Virgin Islands. She holds a Bachelor's degree in Business Management. Nadia is a team player and supports the mission of DRCVI.

Rebekah Kubla

Communications Manager

Rebekah Kubla is the Communications Manager at the Disability Rights Center of the Virgin Islands, where she advocates for people with disabilities through effective communication. Her passion for disability rights protection and advocacy stems from seeing the difference that access to accommodations can make in people's lives. Before working at DRCVI, she worked in public health. Rebekah has a Corporate and Community Relations certificate and a B.A. in Media and Professional Communications from the University of Pittsburgh, where she also studied the U.S. legal system.

Vincent R. Anderson, CPA

Vincent R. Anderson, CPA
Fiscal Administrator

Vincent Anderson has been responsible for the management of DRCVI’s fiscal affairs since 1996. Vincent provides and directs procedures and systems necessary to maintain proper records to afford adequate accounting controls and services. He prepares and submits required financial reports to Federal funding agencies and oversees budgeting, audit, tax, accounting, purchasing, payroll, and insurance activities for DRCVI. He is a member of the American Institute of Certified Public Accountants. He is a Certified Public Accountant in the U.S. Virgin Islands and the state of Minnesota.

Amelia Headley LaMont

Former Director/Consultant

Amelia Headley LaMont practiced law in the U.S. Virgin Islands for 38 years. She earned her Juris Doctorate degree from Howard University School of Law, attended New York University, and was awarded a Bachelor of Arts degree in Political Science from Queens College, CUNY.

Shortly after graduating from law school, Amelia was awarded a grant from the Reginald Heber Smith Community Lawyer Fellowship Program, which brought her to the U.S. Virgin Islands. As a “Reggie" Fellow and staff attorney, Amelia worked for several years at Legal Services of the Virgin Islands. She was an instructor for the University of the Virgin Islands’ Paralegal Studies Program for over 10 years.

Amelia served as the Executive Director of the Disability Rights Center of the Virgin Islands for 25 years, leading the organization.

Shammi Carr

Shammi has been in the disability field for nearly 25 years, first as an advocate for parents who have children in special education. After being an educational advocate, Shammi worked as the Director of Advocacy and Case Management at an Independent Living Center and then a Regional Technical Assistance Manager at Cornell’s University, Employment and Disability Institute in Syracuse and Ithaca, NY respectfully.  At Cornell, Shammi worked with numerous stakeholders such as, parent and student groups, employers and business associations, system advocates, state and local governments and educational entities including K-12 schools and colleges. She has been trained by Department of Justice, Access Board and Equal Employment Opportunity Commission.  More recently, Shammi worked as a Program Coordinator with VI University Center for Excellence in Developmental Disability at the University of the Virgin Islands and as a Ticket to Work Coordinator at the local One-Stop in Ithaca, NY.  Her current position as an Advocate with the Disability Rights Center of the VI entails her doing trainings and outreach to parents, support groups and other disability providers.  Shammi has an extensive disability background in employment and education as well. This includes her working with various employment entities such as VI DOL, Vocational Rehab along with business organizations such as SBDC and EDA.  Shammi holds a BA in Anthropology from Nazareth College in Rochester, NY.
